Work permit for foreign citizens is a document that authorizes a foreigner to work and live legally in Russia.
Foreign citizens are only allowed to work in Russia on the basis of a work permit, while employers may only hire foreign workers on the basis of a permit to engage and use foreign workers.
Who must obtain a work permit?
The foreigners who stay in Russia on the basis of a visa must have a work permit. The foreigners who can temporarily stay in Russia without a visa (for example, the Israeli citizens can stay in Russia up to 90 days without a visa) must obtain a work permit, too.
Standard work permit features
- Standard work permit procurement procedure takes 3 to 4 months
- Maximum validity period of a standard work permit is 1 year
- Standard work permit cannot be prolonged. You have to apply for it again every year
- Work permit is applied for by the employer, not the worker. As opposed to a patent, a foreign worker cannot apply for a work permit individually
- Prior to applying for a permit to engage and use foreign workers and a work permit, a company must obtain a quota to engage foreign workers. The quota is not required for some professions (artistic professions, rare engineering specializations, top managers, etc.)
- Standard work permit can only be valid in one region of Russia
- A foreign worker must pass medical examination annually (infections, HIV, psychiatric and narcologist’s conclusion)
- A foreign workers must pass the Russian language, history and basic legislation tests every 5 years
The Russian language test can be taken upon the issuance of a work permit. The respective certificate must be submitted to the Department of Migration of the Ministry of Internal Affairs within 30 days upon the issuance of the work permit, otherwise it will be annulled.
It is a good idea pass the medical examination and the Russian language test prior to applying for a work permit.
Work permit procurement procedure
Quota to engage foreign workers is a total number of work permits which can be issued in each region during the current year. The quota is defined by the Government of the Russian Federation every year.
There is no guarantee that a part of the quota will be issued for your company. If the quota is refused, you will not be able to obtain any standard work permits.
